London Area Procurement Network (LAPN) to move into affordable homes
The London Area Procurement Network’s (LAPN) newly appointed Managing Director, Peter Woolliscroft has announced plans to expand into affordable housing.
Peter Woolliscroft was a former director at the Office of Government Commerce and is well known as the creator of the Department of Health's £2.5 billion ProCure 21 hospital building framework.
ProCure 21 is a model of procurement with a strong emphasis on partnering. It was set up in response to the 1998 Egan Report, Rethinking Construction and highlighted the need to make improvements in efficiency and quality of delivery construction work. The solution was to develop a system of best practice across the procurement process, which is called ProCure 21.
LAPN is a collective initiative by 10 London Arms Length Management Organisations (ALMOs) to deliver continuous improvement in property maintenance services to residents. It was created to deliver £1 billion worth of property renovation and refurbishment work as part of the Government's Decent Homes programme.
Peter Woolliscroft has confirmed that his first job is to extend the usage and membership of the LAPN frameworks in London beyond the initial 10 founder organisations and to move the organisation into new affordable homes, rather than just Decent Homes refurbishment.
PH Jones is one of the approved social housing contractors appointed to the LAPN framework specialising in M&E works including heating maintenance and planned heating replacement programmes.
Decent Homes is the term used by the government to describe “one which is wind and weather tight, warm and has modern facilities.”

On behalf of PH Jones, Olly (pictured, right) has signed a Framework Agreement with LAPN which will save millions of pounds on housing maintenance contracts over the next five years.
